Proposition 1

Authorizes Bonds for Housing Affordability Programs.

Legislative statute — the Veterans and Affordable Housing Bond Act of 2026 (SB 417). A YES vote borrows $11.25 billion: $10 billion for income-qualified housing programs and $1.25 billion for the CalVet veteran home loan program.

Proposition 2

Increases State's Rainy Day Fund.

Legislative constitutional amendment (ACA 20). A YES vote raises the Budget Stabilization Account cap from 10% to 20% of General Fund revenue and excludes deposits into it from the Gann spending limit.

Proposition 3

Provides Permanent Funding for Schools and Health Care by Extending Existing Tax on High Incomes.

Initiative constitutional amendment. A YES vote makes permanent the 2012 voter-approved tax rates on high incomes that are otherwise set to expire in 2031, sending 89% to K-12 schools and 11% to community colleges.

Proposition 4

Repeals Prohibition Against Public Funding of Election Campaigns.

Legislative statute — the California Fair Elections Act of 2026 (SB 42). A YES vote lets state and local governments create public campaign financing programs.

Proposition 5

Changes Recall Election Process for Statewide Officers.

Legislative constitutional amendment (SCA 1). A YES vote ends the simultaneous successor election in a statewide recall; the office is left vacant and filled under state law instead.

Proposition 37

Creates Loan Program for Middle-Income Buyers of Qualified New Homes.

Initiative statute. A YES vote authorizes up to $25 billion in revenue bonds for fixed-rate second mortgages covering up to 17% of the price of a qualified new home, repaid by the borrower rather than the state.

Proposition 38

Authorizes Bonds for Immunology Medical Research.

Initiative statute. A YES vote issues $8.4 billion in general obligation bonds for immunology and immunotherapy research, split between a UC-affiliated institute and a competitive grant program.

Proposition 39

Prohibits Citizens from Voting Unless They Present Government-Issued Identification.

Initiative constitutional amendment. A YES vote requires government-issued ID at the polls (or the last four digits of an ID number when voting by mail), provides free voter ID cards on request, and requires annual county citizenship-verification reporting.

Proposition 40

Imposes One-Time Tax on Certain Taxpayers.

Initiative constitutional amendment and statute. A YES vote imposes a one-time tax of up to 5% on taxpayers and trusts holding covered assets over $1 billion, excluding real property and some retirement accounts, with 90% of revenue to health care and 10% to food assistance and education.

Proposition 41

Prohibits New State Taxes That Exclude Revenues from State Spending Limit. Requires Audits for New State Special Taxes.

Initiative constitutional amendment. A YES vote requires pre-election and recurring audits of programs funded by state special taxes, and bars new state taxes enacted after January 1, 2026 that exempt their revenue from the voter-approved spending limit — including measures on this same ballot.

Proposition 42

Prohibits New State Personal Property Taxes and Certain Retroactive State Taxes.

Initiative constitutional amendment. A YES vote bans new state taxes on the ownership of personal property such as retirement accounts, securities, business interests, and intellectual property, and bans retroactive state taxes — applying to taxes effective on or after January 1, 2026, including those on this same ballot.

Proposition 43

Limits Voters' Ability to Raise Revenues for Local Government Services.

Legislative constitutional amendment (ACA 22). A YES vote requires a two-thirds vote of the electorate for local special taxes proposed by citizen initiative, and bars local ad valorem property taxes not otherwise authorized by the Constitution.

Proposition 44

Requires Community Health Clinics Spend 90% Of Revenue on Program Services.

Initiative statute. A YES vote requires nonprofit Federally Qualified Health Centers to spend at least 90% of revenue on program services rather than overhead, with penalties for noncompliance.

Proposition 45

Modifies Environmental Review for Certain Projects.

Initiative statute. A YES vote amends CEQA to set deadlines for environmental review of housing, transportation, water, health, and clean-energy projects, narrows the required alternatives analysis, and limits litigation timelines and remedies.
